Navarra: new personalized advanced telecare system

This new telecare system plans to serve more than 11,000 people, although the increase will be progressive, in the order of 800 new units each year for the next five years. The implementation of these technological devices will be financed with European MRR funds.

He telecare service currently provided by the Department of Social Rights of the Government of Navarre will jump qualitative and quantitative in the next 5 years. And it is that, thanks to a planned investment of €9,169,225this service will be extended to 3,850 people more than 7,350 that currently have it, surpassing the 11,000 beneficiaries. The Department of Social Rights will invest 9.1 million euros in this service in the next 5 years.

The telecare is conceived as a preventive service which consists ofinstallation at home of an electronic device connected to a centralto attend emergency situations, insecurity, loneliness or isolation that can be produced and mobilize all the necessary resources to respond to them. Your goal is that people maintain their autonomy and can remain in the environment in which they develop their lives.

Who can benefit from this service?

Would be beneficiaries of the public telecare service people with the following profiles:

  • Over 65 yearsprioritizing those who live alone
  • Over 18 with dependency recognized or with a degree of disability equal to or greater than 33%
  • People with serious or chronic illnesses who, even if they do not comply with the above assumptions, are in a situation of high socio-sanitary vulnerability and risk of severe isolation.

The service will have no cost for dependent peoplesince it is guaranteed in the Social Services portfolio, while in In the case of non-dependents, their cost will range between 0 and 7 euros per monthbased on income.

Also, there will be a phone tracking for support, evaluation and follow-up of your situation, through the regular communication and home visitsamong other measures.

Service improvements

Among the service improvements, it is foreseen the acquisition of equipment compatible not only with wired telephone lines, also with mobile lines, which will guarantee its installation in all areas of Navarra. In addition, the people with hearing impairment or speech difficulties will have a specific device can communicate with the service center through pre-established written messages and pictograms.

The medallions and bracelets that the users of the service are placed will be prepared to be used under the showerspace where the risk of falls is high, so that can use the device at all times and provides more security for people. Telecare adapted to the profile of each person

At present, the level of provision and intensity is homogeneous and linear. but the new system will adapt to the profile of the person establishing three levels of assistance (basic, medium and high), depending on the potential risks of the person in your home (architectural barriers, gas installations, butane…), derivatives of his health condition and his Social situation (if they have family or neighborhood support…), parameters that determine their degree of autonomy.

In this way, the low level The provision includes basic telecare with a mobile unit and key custody, a follow-up call at least every 45 days, and programs for healthy lifestyle habits and promotion of active ageing. Meanwhile, in the highest intensity level the follow-up call is made at least every 15 days, with an annual home visit, and can reach two or more peripheral devices, programs for healthy lifestyle habits and promotion of active aging, plus support for caregivers.

In addition, thanks to the implementation of this model, the service of SOS Navarre be mobilized exclusively in emergency actions that require action with specialized resources: firefighters, police and/or ambulance.

Another novelty is the incorporation of a fleet of 5 mobile vehicles (3 in Pamplona and 2 in Tudela) to deal with incidents, as well as the incorporation of a Own switchboard that will screen calls to 112 and it will prevent the saturation of this emergency line, which receives an order of 40,000 calls each year for this reason.
