Paraphrasing is more than using synonyms and changing the order of words

I have never read such a good explanation of paraphrasing as the friends of APA rules :

For many students, paraphrasing is rewriting the ideas expressed by an author with their own words, discarding that this process involves analysis, reflection and criticism of that intervention or another voice. It is the student in his role as reader who faces the author of the text or writer and in a healthy debate they confront each other.

As a student you must take the text and scrutinize it thoroughly until you reach its essence or nature and then evaluate it, taking from it its true value or essence. Not only are you going to highlight the author’s point of view, but also yours, you will say how they are similar and how they differ. His two perspectives will enter into a duel.

How I would like the editors of other websites to read these recommendations. There is a belief on the web – to put it in a kind way – that the entire article can be copied and that it is enough to add the name of the website at the end of the article without links. I want you to know, dear readers, that the same principle of paraphrasing that you use in research and thesis applies to everything that is published on the web.
