Approved the I Andalusian Collective Agreement for Home Help

The employers’ associations CECUA (Círculo Empresarial de Cuidados a Personas de Andalucía), ASADE (State Association of Home Care Services Entities) and FAECTA (Andalusian Federation of Work Cooperative Companies), and the CCOO and UGT unions have reached an agreement for the approval of the I Andalusian Collective Agreement for the Home Help Service (SAD).

This I Andalusian Collective Agreement for the Home Help Service will have a validity of 5 years and its objective is to give stability to a sector that seeks to improve the quality of life of professionals and users and their dignity, as well as the sustainability and viability of companies.

Employers and unions have reached an agreement to approve the I Andalusian Collective Agreement for the Home Help Service

The agreement is the result of a long negotiation process, in which both employers and unions have shown great willingness and predisposition to reach the agreement, despite the initial differences. Between the better agreed For the provision of the Home Help Service, the following should be highlighted:

  • fixed salary increases
    In 2023 they increase by 4%, in 2024 by 2.5%, in 2025 by 2.5%, in 2026 by 4% and in 2027 by 8%. The salary increase will be 21% in all the fixed concepts included in the salary table.
  • Variable salary increases
    They are subject to the increase in the hourly price of the Junta de Andalucía for the years 2024 to 2026. It must be remembered that the Junta de Andalucía recently committed through an agreement signed with employers and unions to raise the hourly price assigned to this service by 25 % in this period, so through the signing of this agreement, part of this increase will go to the salary of the workers.
  • Wage guarantee clause
    Inclusion of a 2% salary guarantee clause to protect the purchasing power of workers, in the event that the CPI is higher than the agreed salary increase.
  • Salary increase in ultraactivity
    An ultra-activity salary is agreed with a fixed concept of 1.5% and another variable for 2028 and 2029 depending on the increase in the hourly price.
  • Annual working day reduction
    In 2024 the annual working day will be reduced by 8 hours, in 2025 by 12 hours and in 2027 as follows: in January the working day will be reduced by 28 hours and on December 31 by 48 hours. In total, 96 hours, so that by 2028 the annual working day will be 1,659 hours, with a weekly average of 37 hours.
  • Salary improvements in temporary disability
    For accidents at work and common temporary disability (IT) due to serious illness, 100% of the base salary and seniority for 18 months will be charged.
  • occupational health
    Procedures will be drawn up to adapt the workplace to professionals who are especially sensitive to risks at work and a protocol for prevention and attention to attacks that workers may suffer, among many other issues in this area.
  • Paid licenses and permits
    A paid leave and leave manual will be created and improvements will be made to leave for hospitalization and serious family illness.
  • Industry Observatory
    An observatory is created with the aim of advancing and deepening knowledge of the sector, its situation and the quantity and quality of employment that is generated. Reports will be prepared on the evolution of employment and qualifications in the sector and the participation of the Andalusian Administration will be encouraged.

The employers and unions emphasize that it is about “an agreement at the forefront”, that will significantly improve the working and salary conditions of the more than 40,000 workersmostly women, and with whom they will have a fixed salary increase of 21% between the years 2023 to 2027the inclusion of a salary guarantee clause to protect the purchasing power of the workforce, salary improvements when they are on temporary disability (sick leave) and a reduction in working hours.
